Précis of letter from Okha Kaslassy, an agent of J.S.Levy in the Mellah of Eloojan ( S.or S.E. of Sheshowa)
25 February 1891
The Lieutenant Governor El Minbeeh is causing the Jews of the three Mellahs, viz Eloojan, Ait Abdallah and Emintanout, to quit their homes at once, and leave the neighbourhood, stating that he has royal orders in so doing. Population estimated 600 to 700 souls. They complain that the severe winter weather will cause great distress to the children and old people: and, if the trading members of the community are thus sent away, the chances of their recovering debts due to their Mogador principals will be ruined.

His Excellency W.Kirby Green, Dear Sir William,
My interpreter, Jacob S. Levy has brought under my notice the complaint- precis of which I inclose of certain Jews inhabiting three Mellahs in Soos, who appear to be threatened with expulsion by their Deputy Governor El Minbeeh, acting, he alleges, on the Sultan's orders.
This seems to be a hard case and I make it known to Your Excellency in the hope that Y.E.s intercession may procure the revocation or a reasonable suspension of execution, of so arbitrary an order.
I am Signed Cha(rles) A. Pay ton P.S. Levy and another merchants here have practical interest in the matter, having business relations and money owing to them among the communities in question.

Sir,
I have the honour to transmit herewith a despatch and its enclosures, which I addressed last week to Her Majesty's late Minister Sir W. Kirby Green, asking His Excellency's intercession on behalf of
certain communities of Jews threatened with arbitrary and summary eviction.
The said despatch has been returned to me by Mr Jacob S. Levy who would be grateful for any assistance from Her Majesty's Legation on behalf of the poor Jews in whom he and others are interested. I understand that the intercession of the French Minister Mr Patenotre, who started yesterday for the Court, has also been invoked and promised. It seems rather hard that, when Jews here and at Morocco, suffering from over crowding, are petitioning for additional house- room, whole communities should be suddenly rendered homeless in the interior.
