מוחמד בארגאש הודיע לסולטאן שקיבלת תלונה מיהודי מראכש, שחייל רכוב על פרד רמס את רגלה של יהודייה וגרם לאובדן אצבעה! שהוגשה בקשה למושל לעשיית דין צדק (פיצוי), אבל הוא התעלם מבקשה זו. ציינת כי יחס כזה כלפי יהודים יוצר רושם שלילי במדינות אחרות, וביקשת שהדבר יובא לידיעתו של הסולטאן, וכי החייל יידרש לפצותה.
הדבר הובא לידיעת הסולטאן. הוא ענה שמושל זה רגיל להתנהג כראוי כלפי היהודים, וכי הוא היה בעבר סגן־המושל שמשל על היהודים בזמנו של קאיד מוחמד עבוש, וכי לא הוגשה כל תלונה נגדו, לא מטעם יהודים ולא מטעם נתין זר כלשהו. הסולטאן משתומם אפוא על התלונה נגד מושל זה. הסולטאן שלח הוראות לפחה אחמד אמלאק להעניש את החייל על אלימותו — וכן כל אדם אחר שינהג כך — ולאלצו לפצות את האשה לשביעות רצונה.
הסולטאן ביקשני להודות לך על שמסרת לו מידע על כך, וביקש שתמשיך ליידעו על מקרים דומים.
Translation of a letter from Vizir Ben Moktsar addressed to Sir J. H. Drummond Hay dated 27 Rabia 2nd 1298 (28 March 1881)

Cid Mohammed Bargash has informed the Sultan that you have received a complaint from the Jews of Morocco, that a soldier mounted on a mule hustled a Jewess and trod on her foot, causing loss of a toe; that an appeal was made for justice to the governor but he took no notice of the complaint, and you point out the bad effect which is produced in Foreign Countries by a denial of justice to the Jews and you requested that this affair should be brought to the knowledge of the Sultan and that the soldier should be required to give compensation for the injury he had done.
This affair has been brought under the knowledge of the Sultan and His Majesty replied that this governor was wont to conduct himself with goodness, that he had been formerly Kleefa governing the Jews in the time of Kaid Mohammed Aboosh and that no complaint had ever been made by the Jews against him or by any Foreign subject; His Majesty is therefore surprised that he should now be complained of.
His Majesty has sent orders to the Basha Ahmed Amlak to punish the soldier for his violence and also any other person who should behave in like manner, that the soldier is to give a suitable compensation, so that the Jewess be satisfied.
The Sultan desires me to thank you for making known to him this occurrence and requests that you continue to keep His Majesty informed in like matters. Peace.
